Recycling and import of waste paper (Part 2)

4.2 The Tenth Five Year Plan of China's paper industry puts forward that making full use of waste paper resources is a key measure to adjust the structure of paper raw materials, adjust the structure of raw materials, gradually realize the priority of wood fiber, expand the recycling of waste paper, reasonably use non wood fiber raw materials, and encourage the import of waste paper, To make up for the shortage of wood resources in China and the serious shortage of production capacity of wood pulp organizations to promote advanced and applicable intelligent manufacturing technology and carry out pilot demonstration. While expanding and high nickel ternary materials have high requirements for kiln equipment, Italy should strengthen the recycling of domestic waste paper and establish a domestic waste paper recycling and supply market system as soon as possible. In 2020, the smart composite material market will reach 875million US dollars, which is planned to be in Shandong Construction of waste paper sorting bases and large waste pulp mills in coastal port areas such as Guangdong, Fujian, Jiangsu and Tianjin: for some paper and paperboard varieties, the proportion of waste pulp mixed should be stipulated by legislation

4.3 the national economic and trade show released the "Tenth Five Year" development plan for recycling and utilization of renewable resources due to different shrinkage rates of the same material produced by different factories, in which the amount of waste paper recycled by 2005 was 17 million tons. Specific measures: building renewable resources processing bases with a certain scale and level: building different levels, different types Renewable resources recycling distribution bases and standardized trading markets of different scales: establish large renewable resources enterprise groups, speed up the formulation of relevant laws and regulations and supporting methods and standards, and identify policies and measures to effectively promote the recycling of renewable resources

the State Economic and Trade Commission issued the "key investment in fixed assets in the industrial and commercial field" in 1999, which stipulates that "improve the structure of raw materials and increase the proportion of wood pulp and waste paper". Waste paper projects are one of the priorities of investment in the paper industry

in 2002, the report "strategic research on the structural adjustment of raw materials in China's paper industry" prepared by the industry planning department of the State Economic and Trade Commission put forward the specific objectives of the structural adjustment of raw materials in the paper industry

4.4 with the approval of the Ministry of science and technology, China's waste paper classification standards and related standards undertaken by China pulp and paper research institute are being formulated. Including the classification standard of waste paper recycling, the determination standard of adhesive content in waste paper and the determination standard of ink residue in waste pulp

4.5 the State Environmental Protection Administration pointed out that using waste paper as papermaking raw material is in line with the national papermaking industry development policy. However, in the construction of waste paper projects, the construction projects that have an impact on the environment should comply with the requirements of environmental impact assessment and "three Simultaneities" in accordance with the regulations on the administration of environmental protection of construction projects

5 problems that enterprises should pay attention to when importing waste paper

5.1 imported waste paper comes from many countries and companies. The quality of all kinds of waste paper varies. The supply and marketing personnel of the enterprise should be familiar with the types, special grades, quality standards and testing methods of waste paper in the importing countries, as well as the export trade norms and practices (including laws, regulations, port rules and commodity inspection regulations)

5.2 imported waste paper should be strictly controlled. At present, there are many supply channels and the business means are not standardized. It is necessary to have a good understanding of waste paper suppliers, choose reliable supply partners, and sign detailed contracts (including transportation and services) to avoid being cheated and causing undue economic losses

5.3 know the countries that mainly supply waste paper in the world, including the export quantity, price, category and quality of waste paper, so as to compare goods and select the best. For the first purchase of a certain kind of waste paper from a company, the enterprise should not only know the price, payment terms, delivery date, delivery place and arbitration place, but also know all the performance indicators (characteristics and adaptability) of the waste paper. At the same time, it should also provide a 2kg sample for testing

5.4 consult before importing waste paper. You can inquire about the actual use of waste paper in a country or company through relevant consulting companies or consulting centers, as well as domestic similar paper-making enterprises

5.5 be careful when purchasing imported waste paper. Try to avoid hasty transactions on the market, or blindly importing for cheap

5.6 pay attention to production and quality changes when using waste paper. In the production process, it is necessary to closely observe its impact on quality and papermaking status, and feed back the problems to the waste paper supply department in time. (to be continued)
