The reasons are: first, because the paper industry is a capital intensive industry, at present, from a domestic perspective, it is difficult to meet the growing demand for the development of the paper industry by relying on national investment and bank loans alone; Second, due to the abundant domestic private capital, the establishment of the fund is possible, and the establishment of the paper industry investment fund can convert countless sporadic and small social idle funds and short-term consumption funds into huge medium and long-term construction funds, serving the development of the paper industry; Third, the paper industry, as the basic raw material industry of the national economy, has a total shortage and huge industrial growth potential, which meets the basic requirements for the establishment of funds

2. Governments at all levels should support existing paper enterprises to develop a number of large modern paper groups or companies with international competitiveness through technological transformation and cross regional restructuring, encourage the opening of diversified investment and financing channels, strengthen technological transformation, and support their rapid development

3. Study and adjust import and export policies to support the development of domestic paper industry. In view of the fact that the implementation of the national natural forest protection project will reduce the amount of wood harvesting, and the contradiction between the shortage of pulp and paper materials and the high price will become more prominent, in order to reduce the production cost of wood pulp and paper mills and ensure the supply of wood, it is suggested that enterprises should be exempted from import value-added tax on imported wood, wood pulp and waste paper; At the same time, it is suggested to limit the export of domestic wood and wood chips

4. Make appropriate adjustments to the foreign investment policy of paper and paperboard. It is suggested to change the restricted category to the encouraged category to reduce noise, vibration and irregularity (NVH) and friction consumption, so as to attract foreign investment and speed up the structural adjustment of the paper industry

5. It is suggested that the state give policy support to the environmental protection investment of pulp and paper enterprises in pollution control; First, implement special environmental protection investment; Second, give preferential interest discount loans to environmental protection projects; Third, reduce or exempt value-added tax on paper and paperboard produced from forest waste and waste paper

6. Considering that the problem of fiber raw materials is one of the fundamental problems that restrict the sustainable development of China's pulp and paper industry. While accelerating the construction of raw material forest bases for the paper industry, we should encourage and support the construction of reed raw material bases and bamboo raw material bases, continue to support the establishment of reed cultivation and bamboo cultivation funds, and timely adjust the extraction standards of reed cultivation fees and bamboo cultivation fees. Support the special work of "domestic waste paper recycling" to facilitate the effective utilization of waste paper resources
